5. Commodore Church expressed himself as decidedly favourable to concentration

One objection he saw to removing to Kowloon was that the Dockyard, if there, would be more open to the force of an enemy than is that in Victoria, and that the presence of a battery in the Vicinity would in itself draw an enemy's fire on the Naval establishments.
